ORGANIZATION

The national and regional development priorities specified by the Government during the CIADT on December 13th, 2002 have lead Nicolas Jacquet responsible for the national and regional development and to the regional action, to think about the DATAR organization. Thus, the DATAR is today centralised around 5 teams instead of 8 previously : Economic development and attraction, State territorial policies and lasting development, metropolis and regional action, local and rural development, Europe and international.
Two support teams come to help: General Secretarial office, Cabinet and communication.

Several files such as the decentralization, the perequation, the «small ones in Europe», the observatory for the territories are the subject of a specific following up.
The futurology is run closely with the Council of futurology and territorial dynamic projects launched in September 2003.

In order to answer better to the expectation of a larger proximity expressed by the territorial Heads within the framework of the decentralization, the Datar project leader number dedicated to dialogue with regions goes from seven to eighteen by task re posting.

MISSIONS

The n°63-112 decree from February 14th 1963 created the delegation for national and regional development and for regional action and it has settled the role of its representative. The latter was given by this text, a synthesis arbitration role and state policies suggestions as far as national and regional development.

The Datar was thought as an mission administrative structure which has an interdepartmental mission skill. It is in charge to prepare, to boost and to coordinate the decisions relative to the national and regional development lead by the State.
Its activity registered in an cohesion objective and balanced and long term development of national territory make it an unusual authority, trough sectional ministerial policy.

The Datar lead before, futurology works in order to see the territories evolutions better and to focus its intervention in the long term.
It ensures an interface function between the European cohesion policy, the national policies which interfere in the national and regional development and the actions of development lead on the local level.
Within the framework of decentralization process directed by the Government, the Datar intends to strengthen its link with the territorial authorities and regions in order to be running shared policies of national and regional development.

During the Ciadt on December 13th, 2002 government has set four new stakes to the national and regional development policy contributing to the wealth creation, favouring the international opening of metropolises and region, to make all territories participate in France development and give to each territory the means of its development.

So as to lead its activities, the Datar has at its disposal financial tools of help and of support to priority projects. The Datar is in charge to run and to coordinate allocation of credits relative to plan contracts, to national fund of national and regional development, to the bonus of national and regional development.
Lastly the Datar negotiates and coordinates the European funds allocation aimed at national and regional development priorities.
